WHPacific Wins The Southwest Region FAA 2018 Airport Of The Year Award

WHPacific was chosen to assist with the development of a new airport to replace the existing Blackrock Airport. WHPacific worked closely with the Federal Aviation Administration (FAA), NMDOT – Aviation Division (NMDOT-AD) and the Pueblo to provide all professional services for the new airport. WHPacific’s tasks included:

  • Site Selection Study
  • Prepare an Airport Layout Plan
  • Obtain required environmental clearances (archaeological resource recovery and mitigation)
  • Prepare and manage grant applications
  • Define airport boundary
  • Topographic survey for airfield pavements
  • Develop design plans and estimates for:
  • A 6,000 foot runway, apron, access road, and taxiways
  • New runway lighting
  • NAVAIDS and electrical system
  • Construction management services


The project was constructed in two phases. The first phase of construction began in August 2014 and included earthwork, drainage structures, fencing and underground duct work and manholes for the electrical system. The second phase of construction included pavement, markings, lighting and visual aids. The second phase of construction started in the fall of 2015 and was completed in April 2017. The grand opening for the new airport was held in April 2017. The airport was fully operational by December 2017.
